Dr. Dave Baspaly
Dr. (Dave) Baspaly holds a Doctorate in Business Administration and is a Certified Management Consultant. In 2013, Dave became the President for the Council of Construction Association (COCA). COCA represents British Columbia’s construction associations and acts on behalf of the construction industry to champion construction related issues. COCA presents works with the provincial government, WorkSafeBC and other related stakeholder entities that interface with construction.
Dave lives in Anmore BC with his wife and two children. He is passionate about safety and all things construction.
Don Schouten
Don Schouten is a Senior Manager in the Policy Regulation and Research department at WorkSafeBC, responsible for helping to develop and change OHS regulations. Don has held a number of positions at WorkSafeBC prior to taking on his current role these include Senior prevention advisor for the OHS Practices department and manager for Construction for the Industry and Labour Services Department. Prior to joining WorkSafe BC, Don spent over 20 years in the construction industry including work as a carpenter in the Residential Construction Industry and later as Manager of a large commercial roofing contractor. While in industry, Don served as a member of the Board of Directors of the following organizations: Vancouver Regional Construction Association, Council of Construction Associations, Construction Labour Relations Association, and the Construction Safety Association of B.C. Don is a graduate of the Civil and Structural Engineering Program at the B.C. Institute of Technology.
