Board of Directors

Leading the Industry Forward

The VRCA Board is a volunteer governance body that provides strategic leadership to drive the growth and success of the VRCA, playing a key role in shaping the future of BC’s construction industry. Comprised of 14 elected members, the Board ensures that VRCA’s policies, advocacy efforts, and programs align with the evolving needs of its members and promote long-term industry sustainability.


Each director brings a wealth of industry expertise, representing a diverse range of sectors, including General Contractors, Trade Contractors, Manufacturers and Suppliers, and Professional Services firms, ensuring balanced and equitable representation.

2025/2026 Board of Directors

At the association’s 59th Annual General Meeting on February 10, 2025, the Membership elected the 2025/26 Board of Directors. At its first meeting following the Annual General Meeting, the Board of Directors elected its Officers, Division Chairs, and Division 1st Vice Chairs as follows:

Officers

Regina Marklund

Regina has been with Turner Construction for over 18 years and holds a Mechanical Engineering degree from Hofstra University. Her expertise spans estimating, project management, business development, and construction management. She played a key role in establishing Turner’s Vancouver office in 2016 and has been actively involved with VRCA ever since. Regina is committed to fostering industry growth and professional development.

Scott Adkins

Scott is a professional engineer with over 27 years of experience across Western Canada and the Northwest US. His career spans the heavy civil, commercial, and institutional sectors. Since joining PCL in 2005, he has been actively involved in corporate initiatives focusing on employee growth, pension investment, recruitment, and PCL’s Canadian DEI council. Scott is dedicated to advancing sustainable economic growth for VRCA members.

Mike Wallis

Mike is passionate about leadership and team development, striving to help others grow and reach their goals. Since joining Flynn Canada Ltd. in 2006, he has built and led high-performing teams that drive industry progress. A committed volunteer, Mike serves on the boards of the Vancouver Regional Construction Association, BCCA, SICA, the International Institute of Building Enclosure Consultants, and the Langley Girls Ice Hockey Association.

Derek Fettback

Derek has over 25 years of experience in the electrical construction industry. Starting as an apprentice at Western Pacific in 1997, he has since led a diverse range of commercial, industrial, and utility projects and was named regional vice president in 2024. Throughout his tenure, Derek has acquired vast expertise in project management, estimating and cost controls, and developing long-lasting relations.

General Contractors Division

Craig Enns

Craig has nearly 19 years of experience in the construction industry and currently serves as Senior Vice-President & Area Manager for EllisDon in BC, overseeing nearly $1.5B in revenue. Named one of On-Site + Site Partners’ 40 Under 40 in Canadian Construction, he is actively engaged in industry organizations, community initiatives, and mentorship programs.

Ronan Deane

Ronan has over 25 years of experience in project engineering and business development, specializing in infrastructure projects such as roads, bridges, and water systems. As Senior Project Development Manager at NAC Constructors, he is committed to enhancing industry engagement and workforce development.

Scott Adkins

Jonathan Boyce

Jonathan is the Senior Vice President, BC, at Ledcor Construction Limited, bringing over 24 years of experience in project management, operations, and business leadership. He has overseen major construction projects across Canada and the U.S., including large-scale mixed-use developments and institutional builds. With a background in construction management and a Bachelor of Architecture from Ryerson University, Jonathan is dedicated to driving innovation and operational excellence.

Trade Contractors Division

Paul Demeule

Paul has over 25 years of experience in the construction industry, primarily as a mechanical contractor, with additional roles as a general contractor and owner’s representative. Currently serving as Vice President and Area Manager of Modern Niagara Vancouver, Paul is passionate about team building, mentorship, and continuous industry improvement.

Avi Horwitz

Avi is the President of Sterling Floor & Tile Ltd., a leading provider of flooring and tiling solutions. Passionate about business transformation, he helps contractors deliver high-quality projects by integrating technology, skilled workmanship, and effective management solutions. Avi is committed to fostering strong customer relationships and driving innovation.

Manufacturers and Suppliers Division

Brian Urquhart

Moved to Vancouver from Toronto eight years ago and has spent his career in the fluid power and mechanical space. He joined Victaulic four years ago and now serves as Regional Manager for the Lower Mainland and Vancouver Island.  I work closely with contractors and engineers across the commercial, industrial, and institutional sectors.  Passionate about building controls, BIM, prefabrication, and lean construction, and enjoy collaborating with construction partners to drive efficiency and reduce project risk.

Sam Brezden

With over a decade of experience in custom home building and design, Sam transitioned into commercial development, specializing in Indigenous Relations and Public Relations. As the head of a PR consultancy, she works closely with Indigenous communities and construction firms to build meaningful partnerships and promote economic opportunities.

Professional Services Division

Nikki Keith

Nikki has been with Wilson M. Beck Insurance Services for over 25 years and serves on multiple industry boards, including the BC Roadbuilders & Heavy Construction Association and the Associated Equipment Distributors (BC Chapter) and volunteers for other construction associations. She is recognized for her leadership in the insurance sector and is committed to industry advocacy and risk management.

Carter Hawke, CPA, CA

Carter is a Partner with MNP’s Private Enterprise group, specializing in business advisory, accounting, tax planning, and succession strategies for the real estate and construction sectors. With over a decade of experience, he helps clients navigate financial complexities. Carter is also an active community leader, serving on the board of KidSport British Columbia’s White Rock South Surrey Chapter.

Scott Harcus

Scott is a Partner at Alexander Holburn Beaudin + Lang LLP, leading the Environmental Practice and contributing to the Construction + Engineering and Insurance Practice Groups. He specializes in dispute resolution, regulatory hearings, and contract drafting, helping clients navigate complex construction legal matters. Scott has extensive experience dealing with standard form construction contracts including CCA and CCDC documents.
